It is an expert body of the Office for the creation and implementation of standardization policy in the Czech Republic. For this, it develops concepts, principles, procedures and proposals. It represents the Czech Republic in NATO Standardization Committee – AC/321 and in selected NATO and EU working groups.
In accordance with generally binding legal regulations, the Department
- ensures the accession process of the Czech Republic to NATO standardization agreements,
- records, stores and makes available NATO standardization agreements and related allied publications,
- announces the accession of the Czech Republic to the NATO standardization agreement in the Bulletin of the Office for Technical Standardization, Metrology and State Testing,
- informs relevant NATO authorities on the basis of the declaration of accession to the NATO standardization agreement, signed on behalf of the Czech Republic by the director of the Office,
- ensures the process of preparation, creation, approval, issuance, revision and updating of Czech Defence Standards (hereinafter referred to as "CDS") and keeps their records,
- decides, as part of the process of creation of the CDS, on the proposal for its creation, on the determination of the drafter of the CDS draft, on disputed issues between the CDS developer and the assessor,
- submits the CDS for approval to the Director of the Office,
- announces the processing of the proposal, approval, cancellation and changes in the CDS in the Bulletin of the Office for Technical Standardization, Metrology and State Testing,
- issues and distributes the CDS, unless a legal entity established by the Ministry of Defense is authorized to do so.
In cooperation with the professional bodies of the Ministry of Defence, the Department
- provides professional assistance to the departments of the Ministry of Defence (hereinafter referred to as "MoD") in the management of the defence standardization process in the MoD and in the implementation of the standardization policy of the MoD,
- develops proposals for harmonizing the standardization process with individual areas of defence planning within its structures,
- participates in the creation of a unified concept of the defence standardization system in the Ministry of Defence and harmonizes it with the NATO standardization system,
- sends and assigns NATO standardization agreements to the relevant managers of standardization groups in the administration to process proposals for accession to NATO standardization agreements and reports on the introduction of NATO standardization agreements,
- participates in the processing of internal regulations of the MoD regulating the area of defence standardization and assesses internal regulations of the MoD affecting the area of defence standardization in individual sections of its scope,
- coordinates the participation of MoD expert bodies in the creation, amendment and administration of the CSO,
- maintains uniform terminology in accordance with NATO terminology and coordinates the terminology standardization process with the MoD department,
- in the Ministry of Defence Bulletin, the Department of the Ministry of Defence informs about the issuance, changes and cancellation of standardization agreements and NATO standardization recommendations, about the accession of the Czech Republic to NATO standardization agreements and their introduction in the Czech Republic, and in the Ministry of Defence Bulletin it informs about the processing of the proposal, approval, cancellation and changes of the ČOS,
- cooperates with the Association of the Defence and Security Industry of the Czech Republic within the scope of the valid wording of the Agreement between the MoD and the Association of the Defence and Security Industry of the Czech Republic on mutual cooperation in the field of the defence and security industry and the Implementing Protocol to this agreement,
- fulfils the role of the Contact Office of the Office for cooperation with the Office for Technical Standardization, Metrology and State Testing, in the implementation of accepted European Union standards in the national environment and in the performance of tasks according to the Directive of the EP and Council of the EU 2015/1535
- manages and ensures the operation and development of the standardization information system,
- records, stores and makes NATO standardization recommendations and related allied publications available. Assigns NATO standardization recommendations to the respective administrators of the standardization groups for their approval,
- participates in securing the European defence standardization agenda,
- processes and continuously updates two overview documents approved by the Director of the Office:
- Defence Standardization Plan for the calendar year with a view to the following years
